The Ritual Culture Institute RosKapStroy, FAU of the Russian Ministry of Construction was established in 2005 in the structure of the Russian Academy of Public Administration under the President of the Russian Federation. The Institute was transferred to State Academy of Advanced Training and Retraining of Personnel for Construction and Housing and Communal Services in 2007.
On behalf of the President Vladimir Putin, the Federal Autonomous Institution RosKapStroy was created by Decree of the Ministry of Construction on 11th of March, 2016 “On renaming the federal autonomous institution of additional professional education” State Academy of Advanced Training and Retraining of Personnel for Construction and Housing and Communal Services for realization of the construction and reconstruction projects for single customer which are funded from federal budget.
The main sphere of organization represents the functions of a technical customer, construction supervision and educational activities in housing management. The Institute of Ritual Culture is the first specialized educational organization in the field of ritual and funeral culture in Russia.
The purpose of the Institute is connected with unified state policy in the funeral sphere, training, retraining and advanced training of personnel for state and municipal bodies, funeral enterprises. The Institute of Ritual Culture in cooperation with the funeral community developed a professional standard “Specialist in the field of funeral” which was approved by the order of the Ministry of Labour and Social Affairs dated 7 May, 2015. In accordance with this document, the professional requirements necessary for carrying this type of work are established. At the present, the Institute of Ritual Culture, in accordance with the professional standard, has developed new and actualized the following educational programs: “State and municipal management. Organization of funeral business”, “Management of municipal economy. Organization of funeral business”, “Technology of embalming, sanitary and cosmetic preparation of the body of the deceased”, “Construction and operation of buildings, structures and funeral objects”, etc.
The program “Organization of Funeral Affairs” is designed specifically for organizers of funerals (agents). It includes the psychology of interaction with the family plunged in grief, professional ethics and etiquette, as well as trainings on the prevention of professional burnout.
In all educational programs special attention is paid to the study of historical custom, traditions and cultural values that form a common system of moral guidelines.
Besides of training in funeral sphere and cremation, the Institute carries out research and methodical work and actively interacts with the executive authorities of the constituent entities of Russia, Council for the Local Self-Government Development, Commission for Environmental Security of the Russian Security Council Federation, Rospotrebnadzor and public non-profit funeral organizations in order to improve funeral services for population.
The Institute conducts expert activities in the field of construction, exploration, and design. For example, a planning solution of Necropolis (cemetery) and funeral home was developed in cooperation with the Institute of Design and Survey “Giprokommunstroy” with attracting private investment. The main task of the Necropolis is to ensure that people who come to the territory at the time of their severe grief can receive answers to the questions, can order funeral services the highest quality and adequate prices for a worthy farewell ceremony.
The Institute developed the concept of a promising funeral service system for the population with the use of cremation and cremation equipment, which guarantees the construction of a cremation complex.
Director of the Institute of Ritual Culture is a member of the Expert Group on Funeral Affairs within the Commission on Housing and Communal Services of the Public Council of the Ministry of Construction of the Russian Federation.
